I see where you're coming from with this but I think we are looking at this differently. 

I consider a "blogroll" to be almost a sites "recommendations" - or even friends if you will. I would not put a link to a site I didn't consider there to be some kind of relationship with and one my readers would find useful.

The intention is not to help with their backlinks or SE rankings but to mark that "I" respect "U" in what you do.

You are right on the money with what you say, just different opinions of what a blogroll should be used for</description>

For me, if I'm going to link to someone — or a group of people — I do so in a conversational style within an article, throwing in some solid anchor text — which totally out-weighs a 'blogroll in terms of relevance...</description>
